Great Lakes Community Development Staff Hosts National RCAP Train the Trainer Event

On July 31 and August 1, 2024, GLCAP hosted a two-part national training: “Train the Trainer: Lead & Copper Rule Improvements (LCRI) Next Steps: Beyond the Inventory.” Ohio GLRCAP Asset Management Manager Joe Lawrie and Michigan RCAP Operator Glen Terry presented this training. Joe and Glen gave the group in-depth information on what to expect and how to prepare communities as the new rules take place this fall. There were 140 attendees between the two days representing RCAP from 26 states.

Part 1 focused on planning for future requirements of the LCRI, after the initial inventory. The goal is to shift focus from the October 16th deadline to laying the groundwork for inventory improvement, validation, and replacement planning. Steps for developing a service line replacement plan were covered. Lessons learned from field verification work were used to highlight real world challenges and successes that come with lead service line replacement.

Part 2 was a more in-depth look into the steps that will come further down the road for LCRI. Managing a lead service line replacement plan was the focus. Changes to lead and copper sampling were covered. The training showed how capital improvement planning principles can be applied to LSL replacement. A discussion of funding methods was also included.
