Great Lakes Community Action Partnership (GLCAP) showcased its Home Weatherization Assistance Program (HWAP) during an Oct. 28 event at a residence in Fremont that received HWAP services through GLCAP.

Staff discussed and demonstrated insulation methods, furnace inspection, infrared testing and other aspects of weatherization. Attendees included representatives from Columbia Gas of Ohio, Ohio Department of Development, National Association for State Community Service Programs, Applied Energy Products, and the GLCAP Board of Directors, as well as U.S. Rep. Marcy Kaptur, who serves as Ranking Member on the House Appropriations Subcommittee on Energy and Water Development.

HWAP, a program funded through the U.S. Department of Energy since 1976, is provided to help reduce home energy usage and help residents spend less on utilities. According to the U.S. Department of Energy, the average home saves $372 per year in energy costs through weatherization. The program is free to income-eligible residents.

“Weatherization helps residents save money by reducing the amount of energy they need to use throughout the year,” GLCAP President/CEO Ruthann House said. “The program also provides measures such as combustion appliance testing to ensure health and safety for residents in the home.”

Weatherization services typically include:
•    Exterior wall, attic, and crawlspace insulation
•    Repair or replacement of heating/cooling system
•    Repair or replacement of water heaters
•    Installing duct wrap
•    Heating/combustion appliance safety testing
•    Installing low-flow showerheads

GLCAP provides HWAP at no cost in Erie, Huron, Lorain, Ottawa, Sandusky, Seneca, and Wood County, assisting eligible households at or below 200% federal poverty guidelines (e.g. $62,400 for a household of 4). In 2023, GLCAP weatherized 174 homes in its service area.

GLCAP is also a weatherization service provider for 24 of the 57 counties served through the Columbia Gas of Ohio WarmChoice program. WarmChoice helps income-eligible Columbia Gas utility customers connect with service providers throughout Ohio to receive no-cost weatherization services.
