GLCAP can assist you with setting up affordable monthly payment plans based on income through the Percentage of Income Payment Plan (PIPP). Payment plans give eligible customers the ability to make flat monthly payments and to earn monthly credits towards prior arrearages on past utility debts.

GLCAP can assist you with setting up affordable monthly payment plans based on income through the Percentage of Income Payment Plan (PIPP) Plus program. Payment plans give eligible customers the ability to make flat monthly payments and to earn monthly credits towards prior arrearages on past utility debts. PIPP Plus is available for eligible residents of Ottawa, Sandusky, Seneca and Wood counties.
Eligibility Guidelines
To be eligible for PIPP Plus, residents must have utilities provided by Columbia Gas, Toledo Edison, Ohio Edison or American Electric Power.
You will need to provide:
- A list of all household members, including Social Security numbers and birth dates
- Proof of citizenship for each household member
- Proof of income for each adult household member for the previous 30 days or 12 months
- Copies of your recent utility bills
- Disability verification (if applicable).
You must also be at or below the income levels noted herein, depending on household size. Please note that household sizes of 8 or more are based on 60% state median income; contact GLCAP for details.

PIPP Plus applications may be completed online at the Ohio Department of Development website.
Paper applications may also be completed and turned into Great Lakes Community Action Partnership.
