GLCAP provides home energy conservation assistance through the Electric Partnership Program (EPP), a free service that offers energy-saving solution and education on how to better manage utility usage. Through EPP, households receive consumer education and could be eligible for a new energy-efficient refrigerator or freezer, light bulbs, and water measures.

Save Energy, Save Money
GLCAP provides home energy conservation assistance through the Electric Partnership Program (EPP), a free service that offers energy-saving solution and education on how to better manage utility usage. Through EPP, households receive consumer education and could be eligible for a new energy-efficient refrigerator or freezer, light bulbs, and water measures. This energy savings assistance program is available for eligible residents of Erie, Huron, Lucas, Ottawa, Sandusky, Seneca and Wood counties.
Eligibility Guidelines
To receive home energy conservation services, you must have electricity provided by Toledo Edison, Ohio Edison or American Electric Power and have at least 12 months of electrical usage at your current address.
You must also consume at least a calculated 5,000 kilowatt hours (KWH) of electricity per year, as well as be at or below the income levels below, depending on household size. Please note that household sizes of 8 or more are based on 60% state median income; contact GLCAP for details.

On-line or Mail-in Applications
PIPP Plus applications may be completed online at the Ohio Department of Development website.
Paper applications may also be completed and turned into Great Lakes Community Action Partnership.
